Mains decisions taken by the FEI Bureau

The two-day in-person meeting of the FEI Bureau, held at the FEI Headquarters in Lausanne (SUI), concluded today.

The main decisions taken by the Bureau are outlined in the attached document.

Summary of main decisions

PROPOSALS FOR MODIFICATIONS TO THE ANTI-DOPING RULES FOR HUMAN ATHLETES AND FEI GENERAL REGULATIONS
The Bureau examined a number of proposals for modifications to the Anti-Doping Rules for Human Athletes and FEI General Regulations. Following the Bureau meeting, these proposals will be reviewed by the National Federations and will be submitted to the vote of the FEI General Assembly in December. If accepted by the General Assembly, they will come into effect on 1 January 2015.
The main proposals are in regard to the changes to the Anti-Doping Rules for Human Athletes taking into account the revised World Anti Doping Agency (WADA) Code coming into effect on 1 January 2015. Another important proposed change is to no longer allow open championships in any discipline.

FEI ELECTED ATHLETE REPRESENTATIVES
In keeping with the principles of transparency and good governance, the Bureau disclosed the names of the athletes’ representatives who were elected after the first round of the online election. These are:
1. Dressage: Anna Paprocka Campanella (ITA)
2. Driving: Bartolomiej Kwiatek (POL)
3. Endurance: Valerie Kanavy (USA)
4. Vaulting: Lukas Klouda (CZE)
5. Reining: Gennaro Lendi (ITA)

Elections in Jumping, Eventing, and Para-Equestrian will proceed on to the second and final round which will take place from 16 June to 16 July 2014:

The candidates for the second and final ballot are as follows:
Jumping: Rodrigo Pessoa (BRA) and Geir Gulliksen (NOR)
Eventing: Karen O’Connor (USA) and Daisy Berkeley (GBR)
Para-Equestrian: Yonathan Dresler (ISR) and Laurentia Tan (SIN)

Approximately 4% of athletes eligible to vote took part. The breakdown by discipline is as follows:
Jumping – 52 voted/2,399 eligible to vote
Dressage – 58/632
Eventing – 62/3,271
Driving – 45/461
Endurance – 169/3,337
Vaulting – 26/229
Para-Equestrian – 16/258
Reining – 3/268

Term in office of the athlete representative on the relevant Technical Committee will start at the same time as those of the other committee members, i.e. on the Monday following the FEI General Assembly. In the Technical Committees for the non-Olympic disciplines, the athlete representatives will become additional members as is already the case in the Olympic disciplines.

The relevant section of the FEI Internal Regulations will be amended and will be put to the vote of the FEI General Assembly in December 2014.

APPROVAL OF FEI SERIES IN JUMPING AND EVENTING
Further to recent changes to the General Regulations, a requirement, stating that both FEI–named series, such as the FEI World Cup™, FEI Nations Cup™, etc, and any other series must be approved by the FEI Bureau, was introduced.

As a result, the organisers of all the existing series were contacted by the FEI Sports Departments with the request to submit applications for approval along with the series’ rules to the FEI. The relevant Technical Committees reviewed the concept of each series and their rules to ensure compliance with FEI rules and regulations.

The Bureau approved the following series in Jumping:

• Baker Tilly Roelfs Trophy
• Cavaliada Tour
• Masters League
• Rolex Grand Slam
• Taylor Harris Triple Crown
• Winter Equestrian Festival (WEF) Finale Grand Prix
• German Riders Tour

The Rolex Grand Slam of Eventing and the Swedish Eventing Tour were also approved.
The term of approval will last as long as no conditions change. Series rules changes must be submitted to the FEI Bureau for approval.

JUMPING
The Bureau approved the revised FEI World Cup™ Jumping Rules for the 2014-2015 season. They will be published on the FEI website here.'

DRESSAGE AND PARA-DRESSAGE
The Bureau approved:
• the revised FEI World Cup™ Dressage Rules for the 2014-2015 season;
• the FEI Dressage Riders Ranking List Rules 2015; and
• the Para-Equestrian Dressage World Team Ranking List Rules 2015.

Juliet Whatley (GBR) was appointed as the new FEI Honorary Steward General for Para-Equestrian Dressage.

DRIVING
The Bureau approved the revised FEI World Cup™ Driving rules for the 2014/2015 season. They will be published on the FEI website here.

The Bureau approved the creation of FEI World Driving Championships for Young Horses for Singles (horses aged five, six, and seven).

VAULTING
The Bureau approved the revised FEI World Cup™ Vaulting rules for the 2014/2015 season. They will be published on the FEI website here.

VETERINARY MATTERS
The Bureau examined a proposed new financial model for the delivery of the Equine Anti Doping and Medication Control (EADCM) measures.

Anti-doping testing has consistently increased over the past years and it was recognised that although this was a success, a recent review concluded that the current methods of securing the financial resources needed to be examined. Different financial models are being applied in the various parts of the world. They include funding through a percentage of the prize money available at FEI events, individual competitors fees, direct payments by the National Federations, or funding provided by event organisers themselves.

In line with the recommendations of the Clean Sport Commission, the FEI is seeking to not only expand its testing programme but is also looking at ways to make it more sustainable and consistently applied across the world.
A financial model whereby a fee per competitor is applied is currently being considered. This is already the case in Regional Groups I and II and the objective is to extend this model to the other Groups in order to centralise resources and to also fund the required human testing.

The main changes to the FEI Veterinary Regulations were presented to the Bureau and were based on needs identified throughout the year. These include reporting of equine fatalities within seven days of any FEI event; provisions for the recently agreed concept of the HHP horse; and expanded sanctions in relation to anti-doping and biosecurity. After further consultation with the NFs, these changes will be put to the vote of the FEI General Assembly in December. Once approved, the changes will come into effect on 1 January 2015.

OLYMPIC GAMES
The Bureau discussed the preliminary competition timetable for the Rio 2016 Olympic Games. It will now be sent to the Organising Committee and the IOC for further review.

The Bureau expressed its support to the Olympic technical chairs, who together with their committees, will work on proposing changes aimed at making the sport more attractive to the public and Olympic broadcasters.

CONTINENTAL AND REGIONAL GAMES UPDATE
The Bureau was updated on the facts and figures of all the ongoing continental and regional multisport Games. A positive report has been received from the 2014 Asian Games in Incheon (KOR).

FEI SOLIDARITY
The FEI President highlighted the growing success of the FEI Solidarity programme which is being increasingly used by the National Federations and outlined the main projects. A mapping of regional development activities, the objective of which is to address the regional imbalance, is underway. This project, called “Grow Together”, will help identify NFs that are at the beginning of their journey and have made little or no progress and will be used by the FEI to establish an action plan.

FEI SPORTS FORUM 2015
The Bureau approved the dates for the FEI Sports Forum 2015. The event will be held on 27 and 28 April 2015 in Lausanne (SUI).

FEI GENERAL ASSEMBLY 2015 AND 2016
The FEI General Assembly 2015 will take place on 9 and 10 November. The Bureau opened the bidding process for the 2015 and 2016 General Assemblies. NFs are asked to send their expressions of interest to the Secretary General by 15 September 2014.

LIFETIME ACHIEVEMENT AWARD
The Bureau approved the creation of a Lifetime Achievement Award to persons who have made an outstanding contribution to equestrian sport. The recipients will be decided on the FEI Executive Board.
